RAP NEC Composition

Strategic Planning Committee (SPC)
The Strategic Planning Committee (SPC) is a seven-member standing committee appointed by the NEC to oversee Party policy, research, organization, and strategic planning. Meeting quarterly, the SPC reviews and approves key policy documents, including the Party manifesto and strategies on poverty eradication, corruption, and sustainable economic growth. Members serve five-year terms with reappointment eligibility, ensuring continuity and adherence to RAP’s vision.
Finance and Resource Mobilization Committee (FRMC)
The Finance and Resource Mobilization Committee (FRMC) is a nine-member standing committee appointed by the NEC, including the National Treasurer and Deputy National Treasurers. The committee is responsible for developing strategies for financial resource mobilization, ensuring party audits, and promoting financial discipline and best practices. Members serve five-year terms with eligibility for reappointment, subject to a maximum of two consecutive terms. The FRMC works closely with the NEC and reports biannually on party finances. Decisions are made through consensus, secret ballot, or unanimous resolution.
Legal and Constitutional Affairs Committee (LCAC)
The Legal and Constitutional Affairs Committee (LCAC) is a standing committee composed of the Secretary for Legal and Constitutional Affairs and nine other legal experts who are Party members. Appointed by the NEC, the committee advises the Party on legal matters. The Chairperson must be an Advocate of the High Court of Kenya with at least ten years of practice. The LCAC oversees the Party's legal, constitutional, and regulatory compliance, reviews legislative trends, and handles litigation and regulatory inquiries. It also evaluates issues referred to the NEC under the Party's Code of Conduct. Members serve five-year terms, with eligibility for reappointment. The committee operates under its own rules of procedure, consistent with the Constitution of Kenya and electoral laws.
Dispute Resolution and Disciplinary Committee (DRDC)
The Dispute Resolution and Disciplinary Committee (DRDC) consists of five Party members appointed by the NEC, including a Chairperson who must be an Advocate of the High Court with at least ten years of practice. The DRDC handles all disciplinary issues and disputes concerning Party members or officials, following rules consistent with the Party’s Constitution and the Constitution of Kenya. The Committee conducts preliminary assessments, informal mediation, and formal hearings, with decisions made through consensus or majority vote. Penalties for misconduct, including suspension or expulsion, are ratified by the NGC. Appeals can be made to the NEC. The DRDC operates at three levels: Sub-Branch, Branch, and National, with appeals escalating as needed. Members serve five-year terms and are eligible for reappointment.
Audit and Compliance Committee (ACC)
The Audit and Compliance Committee comprises seven members appointed by the NEC, including a Chairperson who is an experienced accountant and a member of ICPAK. The committee reviews and discusses annual audited financial statements, risk management, and the Party’s compliance with auditing standards. It oversees the work of internal and external auditors, ensures the Party’s financial practices meet regulatory requirements, and reports to the NEC and NGC. The committee meets at least four times a year, with decisions made by majority vote, and members serve five-year terms, eligible for reappointment.
